Commendatory Resolutions Introduced by Speaker Therese M. Terlaje in the 36th Guam Legislature

Resolution 269-36 (COR) – Relative to recognizing February 21, 2022 as the Commemoration of Mother Language Day; celebrating the commencement of the United Nations International Decade on Indigenous Languages 2022-2032; observing Silibrasion Gupot Chamoru and the beginning of Mes Chamoru activities; commending the Guam Indigenous Heritage Alliance (GIHA) members: the Kumisión I Fino’ CHamoru I Fina’någuen Yan I Hestoria Yan I Lina’la I Taotao Tåno, the Department of CHamoru Affairs (DCA), the Guam Museum, the Commission on Decolonization (COD), the Guam State Historic Preservation Division of the Department of Parks and Recreation (DPR), and the Alliance Network member organizations; and further thanking the CHamoru Studies and Special Projects Division of the Guam Department of Education (GDOE), the University of Guam (UOG), the Guam Community College (GCC), and all Guam’s government and community organizations for their collaborative efforts to ensure the preservation and perpetuation of the CHamoru language, culture, and heritage.

Resolution 261-36 (COR) – Relative to congratulating Dr. Christina Rapadas on her retirement after thirty-two (32) years of dedicated work for the Department of Public Health and Social Services (DPHSS).

Resolution 258-36 (LS) – Relative to recognizing the significant impact the Guam Memorial Hospital Volunteers Association has made in our island community, and congratulating them on the 50th anniversary of the opening of their Gift Shop.

Resolution 247-36 (LS) – Relative to recognizing and congratulating Ms. Marlene M. Carlos for her retirement and twenty-eight (28) years of service to the Government of Guam with seventeen (17) years of service with the Bureau of Healthcare Financing Administration, Department of Public Health and Social Services as a Quality Improvement Coordinator and eleven (11) years with the Guam Memorial Hospital as Utilization Review Coordinator and commending her outstanding service to the people of Guam.

Resolution 246-36 (COR) – Relative to posthumously recognizing the significant impact Gerry Partido had on Guam’s print and digital journalism industry and expressing condolences to his family on behalf of the people of Guam.

Resolution 240-36 (COR) – Relative to recognizing the observance of “National Stalking Awareness Month” in January 2022 and commending the Guam Coalition Against Sexual Assault & Family Violence (GCASAFV), as well as numerous community advocates, for their efforts to raise awareness about and encourage the prevention of stalking through community outreach and ongoing training.

Resolution 238-36 (COR) – Relative to recognizing the observance of “National Slavery and Human Trafficking Prevention Month” during the month of January 2022; and commending the organizations and individuals who support the victims of human trafficking, work to end human trafficking, and increase awareness about the issue of human trafficking.

Resolution 227-36 (LS) – Relative to recognizing and commending Judith “Judy” R. Amesbury for her contribution and expertise working as an archaeologist on Guam for thirty-eight (38) years and acknowledging her efforts and contributions to sharing with the local and international community about marine resource use during the pre-contact period in the Marianas.

Resolution 226-36 (LS) – Relative to recognizing Darlene R. Moore for her expertise on pre-contact pottery in the Mariana Islands, and for her more than forty (40) years of archaeological work; and commending her for her efforts and contributions to archaeological studies and educating the local and international community about pre-contact pottery in the Marianas.

Resolution 225-36 (LS) – Relative to posthumously commending Manuel Olive Lujan, who served in the First Congress of Guam in 1917, and the Commissioner of Yoña in 1916 and 1920, and acknowledging his influence on his family with the contributions of his six children to the people of Guam and through their military service to the United States as well as recognizing his three living grandchildren as WWII survivors, namely Virginia Lujan Taitano Unpingco, Frances Lujan Cruz Babauta, and Vincent “Sonny” L.G. Lujan; this month also marks the 80th year since the bombardment of Guam on December 08, 1941.

Resolution 222-36 (LS) – Relative to recognizing and congratulating Ms. Antonette Lisa Vegafria on the occasion of her retirement from Joint Region Marianas, and commending her for forty-one (41) years of government service.

Resolution 221-36 (LS) – Relative to posthumously recognizing former Senior Jurist Pro Tempore for the Superior and Supreme Courts of Guam, Honorable Richard Hugh Benson for over 44 years of service in Pacific court systems and expressing condolences to his family on his passing on behalf of the people of Guam.

Resolution 197-36 (LS) – Relative to commending Irene Perez Ploke Sgambelluri for her tireless work as an advocate for Guåhan’s war claims and recognizing her life as a CHamoru survivor of World War II.

Resolution 183-36 (LS) – Relative to posthumously recognizing the late Honorable Doris Teresita Flores Lujan, former Mayor of the Municipality of Inalåhan for her public service and dedication to the community of Inalåhan and to our island community; and to further extending sincere condolences to her family on her passing.

Resolution 181-36 (LS) – Relative to recognizing the month of October 2021 as “Family Violence Awareness Month”; and commending the numerous advocates and organizations on Guam who educate the community and ensure safety while providing the necessary services for victims of family violence.

Resolution 175-36 (COR) – Relative to recognizing the month of October 2021 as “Red Ribbon Month”; and commending individuals participating in the 2021 Red Ribbon Campaign for their continued efforts in preventing drug, tobacco, and alcohol abuse and for encouraging youth participation in Red Ribbon Week during October 23rd through the 31st.

Resolution 168-36 (COR) – Relative to recognizing and congratulating Melvin O. Javier on the occasion of his retirement as an Engineering Technician II of the CHamoru Land Trust Commission and the Department of Land Management, Survey Division; and commending him for his thirty-three (33) years of outstanding service to the government of Guam.

Resolution 148-36 (LS) – Relative to commending and congratulating the State Partnership Program between Guam and the Republic of the Philippines on the Twentieth (20th) Anniversary; and to further recognizing the importance and accomplishments of this State Partnership Program; and to express Un Dangolo Na Si Yu’os Ma’åse’ for their continued support and safe-guard of our people of Guam and the republic of the Philippines.

Resolution 147-36 (LS) – Relative to recognizing and commending Major General Eugenio V. Hernandez, Deputy Chief of Staff for Reservists and Retiree Affairs of the Philippine Navy (Marine Corps); and to further express an Un Dangkolo Na Si Yu’os Ma’åse’ to him for his exemplary service and contributions to both his country and abroad.

Resolution 144-36 (LS) – Relative to recognizing and congratulating Ms. Gwendolyn Nelson Taimanglo on the occasion of her retirement from the Guam Department of Education; and commending her for her twenty-seven (27) years of outstanding service to the people of Guam.

Resolution 133-36 (COR) – Relative to posthumously recognizing the late Joseph “Joe” Blas Peredo, also known as Saina Hu Gua, for perpetuating the CHamoru culture and heritage as a CHamoru language teacher, writer and composer of original music and chants; and expressing condolences to his family on his passing, on behalf of the people of Guam.

Resolution 127-36 (COR) – Relative to recognizing and congratulating Brigadier General Johnny S. Lizama on the occasion of his retirement after forty-three (43) years of military service in the Guam Air National Guard; and commending him for his service to the people of Guam.

Resolution 95-36 (LS) – Relative to recognizing and acknowledging the Guam Nurses Association (GNA) for its dedication to providing quality health care services to the people of Guam; and congratulating them as they celebrate “Nurses Month” and honor all nurses on island for their contributions to healthcare during the month of May 2021.

Resolution 82-36 (COR) – Relative to posthumously recognizing the late Honorable Peter Charles Siguenza, Jr., former Chief Justice of I Kotten Mas Takhelo Guåhan, for his devotion to serving the public and improving the administration of justice and commemorating his lifetime of service to Guam; and to further expressing condolences to his family on his passing, on behalf of the people of Guam.

Resolution 76-36 (LS) – Relative to recognizing May 2021 as “Asthma and Allergy Awareness Month”; and commending Guam’s Asthma and Allergy Support Program (GAASP) and health care professionals who treat asthma and allergy-related health conditions for promoting education, spreading awareness on its prevalence, and advancing care.

Resolution 72-36 (LS) – Relative to posthumously recognizing the late Honorable Joe Taitano San Agustin, former Senator and Speaker for the guidance and leadership he provided to our island; and to commemorate his lifetime of service to Guam and its people; and expressing condolences to his family on his passing, on behalf of the people of Guam.

Resolution 69-36 (LS) – Relative to recognizing the Judiciary of Guam’s Adult and Juvenile Drug Court, the U.S. District Court of Guam’s Drug Offender Re-entry (DORE) Program and other therapeutic courts for being the cornerstone of criminal justice reform; and commending them for their commitment to providing support services needed to address substance abuse on our island, as they celebrate “Drug Court Month” during the month of May 2021.

Resolution 68-36 (LS) – Relative to recognizing April 26 to April 30, 2021 as “Reentry Court Week”; and commending individuals reentering society with the commitment to be positive and engaged citizens who make meaningful contributions to our island.

Resolution 64-36 (COR) – Relative to recognizing and commending the Judiciary of Guam, the U.S. District Court of Guam, and the Guam Bar Association for the tremendous service they provide to the island community as we join them in the celebration of “Law Month” from April 24 to June 12, 2021 and “Law Day” on May 1, 2021.

Resolution 63-36 (COR) – Relative to respectfully requesting the United States Congress to support Community Project Funding for the construction of an expanded Guam Fishermen’s Co-op Facility and the correlating expansion of Guam’s community fishing industry.

Resolution 61-36 (COR) – Relative to congratulating Mr. Chima Mbakwem for being recognized as one of the Center for Disease Control and Prevention’s 2021 Tuberculosis (TB) Elimination Champions; and commending him for his contributions to expand TB services and education and outreach efforts in Guam.

Resolution 58-36 (COR) – Relative to recognizing April 2021 as “Fair Housing Month”; and commending the Guam Association of REALTORS® (GAR) for its commitment to upholding fair housing ideals and dedication to protecting the interest of its members and our island residents.

Resolution 49-36 (LS) – Relative to supporting and recognizing the Guam Coalition Against Sexual Assault & Family Violence and the numerous community advocates, organizations and government agencies in their efforts to raise public awareness during “Sexual Assault Awareness Month”, “Child Abuse Prevention Month” and “National Crime Victims’ Rights Week” throughout the month of April 2021.

Resolution 47-36 (LS) – Relative to authorizing I Liheslaturan Guåhan to be represented in Guam Supreme Court Case No. CRQ20-002 and assert the validity of the provisions of the Islan Guåhan Emergency Health Powers Act at issue, and ultimately, preserve the Legislature’s power granted by the Organic Act to enact law necessary to protect the health, safety, and general well-being of the people of Guam.

Resolution 45-36 (LS) – Relative to recognizing the Month of March as Social Work Month; and to further recognize the National Association of Social Workers (NASW) Guam Chapter on their annual conference with the theme “Maintaining Connections Through Changing Environments: Social Workers Are Essential.”

Resolution 40-36 (COR) – Relative to recognizing and congratulating the Honorable Anita A. Sukola on the occasion of her retirement after nineteen (19) years of service to the Superior Court of Guam as a Judge, and further recognizing and commending her total of thirty-six (36) years of service to the people of Guam as a highly respected teacher, lawyer, judge, and leader.
